Brian H. Leven, Esq.
Brian has practiced law in Stowe, Vermont since 2015 following sixteen years employment with the State of Vermont. Brian’s areas of expertise include state and local land-use permitting, real estate transactions, business organization and compliance, municipal law, labor and employment law, contracts, and leases. In addition, he draws on his extensive background in state and local government to offer a focus in government relations and strategy.
For four years prior to entering private practice, Brian served as Vermont’s Deputy Secretary of State. In this capacity, he was responsible for overseeing the management of the divisions of the Office of the Secretary of State, including the Elections Division, the Corporations Division, the Vermont State Archives and Records Administration (VSARA), and the Office of Professional Regulation (OPR). In addition to overseeing agency operations, Brian served as a resource for local officials and members of the public in all areas of municipal law and governance.
Prior to his service as Deputy Secretary, Brian worked at the Vermont Legislative Council as legal counsel for the Vermont General Assembly. During this time, he drafted legislation and served as a legal adviser to the House and Senate Committees on Government Operations with jurisdiction over matters relating to the organization, oversight, and conduct of state government; administrative and regulatory law; reapportionment; municipal government; elections; local, county, and regional governmental structures; open meeting and public records issues; and information technology. In addition, Brian served as legal counsel for the Legislative Committee on Administrative Rules and the Joint Legislative Government Accountability Committee.
